求助：A+B which v-es 指代问题

兄弟姐妹们，帮忙看下这句，有点小复杂。主要是which指代both purchasing power and productive output, 还是只是productive output？

And if the promotion of the ideology of consumerism is functional for developing the purchasing power and the correlatively high productive output which, through taxation, maximizes（修饰？） state revenues ,then states have an interest in promoting that ideology.

如果提倡消费主义意识形态能对促进购买力和相关高效产能起到作用，使得这种高效产能通过税收让每个国家收入最大化，那么这些国家就有兴趣提倡这一意识形态。
