Is the primary responsibility of citizens to obey their nation’s civil and criminal laws?It might be true for some situations.From my point of view,however,this contention amounts to an far limiting definition of responsibility in different situations.The speaker overlooks the very basic prerequisite that the fabir,circumstances or development of adverse respects in a specific society
                would,at least partly,decide the responsibility of the specific society.

Provided that there is a country, where people are living in a severe poverty and in which there are a lot of criminals.Many citizen would rob or steal food or money,just for survival,from other citizens who are relatively rich.Then it could say that one of the most significant responsibility for the citizens is to obey their nation’s civil and criminal laws.It is hoped that the government of the country,the United Nations and the international Red Cross will help developing this country,and the general public would be assigned to take the responsibility for the stability of the society,thus they not only providing a better environment for the growth of their descendents but also may promoting an environment for the investment from abroad.

Assuming that there is another country,on the contray,where people are living without worrying about their food supply and where criminal records are very low among the world because citizenry are less concerned to crime due to,mostly,their higher education and greater living stardard.Then we could strike a careful conclusion that the government would call for its citizens to show more responsibility for the other respects.For example,the government may hope its citizens to protect the environment for their descendents,to educate their offspring and so on.judging compliance to laws is less important because the violations are not even an serious issue in the country.However,it does not mean that obeying to laws is not important,but the better situation in the country means a less worry on violation to laws and the public can concern other severer problems as primary issues to be thought about.

In the final analysis,the responsibility of the citizens is not simply regarded as compliance to laws.We should think about the education,the living standard and the other related factors to decide the primary responsibility of a specific society.
