Why choose C? What's the function of 'wildlife officials estimate'? Should it be 'wildlife officials estimated'?

A. 歧义到底是“有”还是“没有” green suburban
B. neighborhood do not allow hunting / estimate has grown to ... 不合逻辑
D. no hunting allowed in expanse, 逻辑错; without ... and no .... 歧义
E. without 不如 with no, no表强否定，后半句结构改变中心，不符合习惯表达

个人认为E选项中还有一个问题：
in New Jersey在原句中应修饰deer population，而在此句中变为修饰wildlife officials，从而使deer population的意思发生改变...

短小修饰语位置的改变从而改变句子的意思，例如only，all，like等词的位置改变，GMAT相当阴险呀...

分析：
With 或者without引导的修饰部分的逻辑主语是主句主语。这样一排就只剩下C了。。那么问题来了，此句中with 或者是without引导的叫做什么？
D句子改变了原句中心，原句是deer的population blabla，但是D说的是NJ这个地方有deer population，本身逻辑就错误。它还把句子原来的重心改成修饰语
AB中neighborhood后的从句都是用that引导，那么意思是neighborhoods allow no hunting？显然是错的。
E中也有改变原句意思的歧义，原句意思如D中所示，但是E表达的意思是wildlife officials estimate a deer population，没有表达清楚，到底estimate什么。而且把原来要表达的estimate变成了修饰deer population了。
C 正确，wildlife officials estimate是做插入语。
