B.    fish peaked in 1989, but with the total catch since then declining or plateauing in the case of most species, prompting

C.    fish had peaked in 1989; since that time, the decline or plateau of the total catch for most species, which prompted

D.    fish, which peaked in 1989, and, in the case of most species, it has declined or plateaued since, prompted

E.     fish, which peaked in 1989 but has since declined or plateaued for most species, and this prompted

why answer is A??

D和E which就近修饰fish,错

C. 后半句 which就近修饰the total catch,逻辑错

B. with修饰对象有歧义

In B, "but" is usually followed by a clause OR it will "form" a parallel structure...
In C, after the semi-colon, it should be a clause...but it isn't.
In
D, "the annual catch of all wild fish" cannot be the subject of
"promoted".  Also, "had+past participle" is used when such action
happened before another "past" action or a "past" time frame.
In E,
"this" has no referent.  If you think that it refers to a sentence, it
is wrong too because in GMAT english, this/it/which cannot refer to a sentence.

"which" does not always refer to
the closet noun although it is the general rule.  But in OG, couple
questions illustrate that "which" can be correctly used without
referring to the closet noun...so I don't use such rule as a decision
factor.  I will save it as my last "resort".
