而且不明白为什么it 不能只待energy？

"it" can not be used in this context b/c the energy prouduced now is no longer the same energy produced before. Otherwise, B and D would have been correct. If you still remember the OG question about earthquake of the East and the West, you will get the feel.

如果在后边比较的部分改为"they whould later be killed..."，你肯定觉得不对吧．

可以比较一下：

1). wind power generates ten times as much energy as it did in 1990.　主语没有变化，比较的是相同主语在不同时间的行为

2). more than ten times as much energy is generated through wind power now than it was in 1990    主语发生变化，故不能用it向前指代．
