不是关乎including平行, 是关乎call for 的 for 平行

可以理解为apartment houses既including child-care facilities 又including  clustered suburban houses, 所以句意模糊,有歧义.

Moreover, there is  difference between "include" and "with": apartment houses can include child -care facilities; while clustered suburban houses can be with, rather than include, communal eating and social facilities.
