Key: C。我觉得这道题我竟然排除了C，直接剩下了A和D。发现A中be然后前面没情态动词之类的，而且跟D比较不够直接说那个directive就排除了，选择了D，但是答案是C，读了读，C好像也可行，将of太长所以后置了，但是不是很理解D为什么没有C好呢～

这道题秒杀：directive：official instruction 正式的指示; 官方的指示; 指令——其用法相当于law+doing（表示其内容）——选项只有CD;再根据prohibit的用法，只有C
