但是答案选A…… 有点不明白，A的the act of Congress能当also established的主语吗？

e里根本没有动词

不同意楼上~E这里的动词是 made~~A,E的区别是重心改变了~正确的句子主干应该是:
Approved April 24,........the act of Congress also established......
