我想问，rising interest rates 能不能看成动名词做主语呢、如果能的话，谓语动词是不是要用单数了呢？这不就有歧义了么？谢谢大家啊！！

这里rising 之所以要看作是形容词而不是动名词，因为 rise (vi.)常用作不及物动词，后面不能接名词，而此处后面有rates，则rising理解做形容词。如果是raising (vt.)就可以看作是动名词了.
