1)虽然我觉得用TO比较好,表PLAN的目的.但是PROPOSING在这里没有歧义吗?

2)还有INTEND. B中表示STEP BE INTENDED,而C中我觉得是修饰THEY-->OLITICIAN,即 SB INTEND TO DO STH,好象也说的过去.
