看了以前的讨论,总觉得不痛快, 难道排除E的根据只是effectiveness吗?还是could的使用有问题, E有没有什么硬伤呢?

这里是在考try to do and try doing sth. it is a little subtle.but we can tell accurately,if we know the difference between them. I want to give a example first: a,I tried speaking to him,but i fail to persuade him.

                                                         b, I tried to persuade him,but i fail to persude him.

is there any difference? at the first glance,we may say no. but after a careful consideration,we found" persuade "is abstract ,which emphasize the result ,but "speak" is explicit, which emphasize the action , we dont have to make efforts to realize it. however,to persuade is much difficult to reach. so ,at last, we dont know whether we can succeed in persuading,but i have speaked to him.

so, similarily,here we can say many municipalities have tried to reduce the cost of,but should say many municipalities have tried recycling to reduce.   do you understand?

E. try to recycle 后缺少宾语，

   而且改变句子重心。原文主句在说 municipality, 而 E 的主语是paper!
