几道语法练习求讨论求指点

是The Princeton Review出的 1012 GMAT Practice Questions上面的题目。不知道有没有人买过这本书。
Anyway. here are the questions.

The public's general concern about the solvency of the Social Security Trust Fund (and their overall faith in the long-term growth of the stock market has) led to a rise in interest in Individual Retirement Accounts or IRAs.
答案是E: and its overall faith in the long-term growth of the stock market have
这题我选对了，但是有侥幸成分啊。前面的their改成its，指代SST Fund没有问题，但是后面的动词到底应该是has还是have让我犹豫很久。难道说the public's concern本来就是复数嘛？所以才用have的？

Although some doctors believe that the drug can have positive effects when taken sporadically, most agree that the medicine is effective (only if it is administered in a single, concentrated dose).

此题答案说原句没有错误。但是a single, concentrated dose这个表达怎么看怎么觉得别扭啊，而且感觉only if是虚拟语气，可是用的是一般现在时...

还有一个小问题。by not only doing sth. but also by doing sth. 是平行对称了？我以为应该总是by not only doing sth. but also doing sth.啊..

第一题的主语是 the concern and the faith, 所以用have

A and B + verb ( plural)

A or B + verb ( singular or plural depending on B).
