FeiXue, to support the comments of Chipmunk and tsljz, I would like to give you some concrete requirements of some Bschools.
Michigan: ( FeiXue, that's the school you have got a waitinglist and are targeting at, right?) a detailed, multi-paged cover letter that frames your reapplication and discusses what you have been doing since you last applied and how your application is stronger. You can use the cover letter to reiterate your goals, highlight your accomplishments, discuss your reasons for Michigan, etc. Essentially, you can use the cover letter to address whatever issues you wish. No rewrite essays: If you find, however, that the letter is becoming unwieldy with all of this information, or if you feel you can better address things via an essay format, you are welcome to do that. Some reapplicants only write the cover letter, others do a cover letter combined with an updated essay, etc. If enough has changed in the time since you first applied, or if you feel your writing style in your original essays was poor, you can choose to update all of the essays.
Cover letter从其他学校对reapply的要求中看: DUKE/Colombia—update your personal and professional activities during the past year; describing how you are a stronger candidate for admission compared to the previous year's application.;
Wharton/ UCLA-1-3pages, Describe how you have been enhanced since you last applied. Include your reasons for reapplying this year and how it relates to your short and long-term career aspirations.
Advice from Linda in BW: 1,000 WORDS. NEED TO SAY AND HIGHLIGHT WHAT IS NEW, AND SHOW IT ENHANCES YOUR APPLICATION, CONFIRMS GOALS, MAKES YOU NEW AND IMPROVED APP.

Feixue, as a reapplicant too, I would like to say: the content is more important than the length. It really depends on what you want to say to the ADCOM. If you have almost used up your bullets in your waitinglist essays, you could think about how you working on the problems in your feedback.(I know Michigan had offered feedbacks for last year's applicants.)
