根据字典上的说法

conclude既可做及物，也可做不及物。你举的例子They concluded the meeting by saying a prayer就是及物动词的用法，而不及物的例子有The meeting concludes.

题目中conclude是做不及物动词用，但后面为什么要用to呢？那是因为to one's satisfaction是固定搭配，所以选D。在做GWD的过程中，我发现ETS经常出这种tricky的题目，类似的还有一道provide..for的，因为没有注意和哪个动词搭配，导致介词选择错误。
