未划线部分说明主语是the rubber, clothing, and shipbuilding industries

如果用believe，则逻辑意思不对，好像believe主语不能是industry吧？除非用被动

而用a temporary expedient 和a seemingly permanent accommodation 来做同位语说明a six-hour workday

比较好
