这里答案是d, 可是我觉得应该用can而不是could

我的理解是:

第一题suggests that,这里的that引导宾语从句,but后面跟与前面整个句子有转折关系的句子,but that里的that 不做任何成分,是多余的.

第二题 but that they will..  but后面不是句子,所以错. but后面跟的句子,应该是journalists think that, 两个句子主语一致,故省略主语.
