请问：答案B如果改成increased wages it expected to approve as a result of negotiations行不行呢？还有，A中的THAT是不是多余呢？

我认为B如果改成increased wages it expected to approve as a result of negotiations也是不妥的，从逻辑意思上讲，应该是把工资的增长看作是negotiations的结果，而不是把已经增长的工资看作是negotiations的结果。
A我认为没有什么问题。A中的that并不多余，这个that指代的是increase，而且作了aprrove的宾语的。it指代the city。

同意兔兔的话，increase in wages 表示工资的增长，原句的意思是the city allocated $150 million to cover 工资的增长，而不是增长的工资（increased wages）

我记得ETS某题的解释里面说过，定语从句中引导词做宾语的话必须省略以求简洁。这题就当它自己打自己嘴巴好了。
