A, B

170固定搭配instead of是短语介词,意思是“代替”、“而不是”(=in place of, as an alternative of substitute for).
Last summer I went to Qingdao. This summer I’m going to Dalian instead.
instead of by的用法肯定错, 见og10-116, b错!关于rather than和instead of区别,见worksheet"rather than v.s. instead of"
170平行结构using 和learning不应该平行, 逻辑意思上是using… to learn, c错!

168固定搭配forbid to do, begin to do, begin doing, 对, forbid sb from doing错!, a,d,e错
168优先原则主动优于被动, new Mexico began granting privilege > in new Mexico, the privilege to prescribe began to be granted, c错
原句指new Mexico,用they只能指代psychologists, 意思错!

times more pay than blue-collar workers, compared to a ratio of 42 times
in
1980.

CEO’s now earn an average of 419 times more pay than blue-collar workers,
compared to a ratio of 42 times

B.
that,
on average, CEO’s now earn 419 times the pay of blue-collar workers, a ratio
that compares to 42 times

C.
that,
on average, CEO’s now earn 419 times the pay of blue-collar workers, as
compared to 42 times their pay, the ratio

D.
CEO’s
who now earn on average 419 times more pay than blue-collar workers, as
compared to 42 times their pay, the ratio

E.
CEO’s
now earning an average of 419 times the pay of blue-collar workers, compared to
the ratio of 42 times
