the subject is Products, nerver were sold modify the products.

这里的due to a decline in public funding for instructional material, 是插入语，

应该是creating products that never were sold

that 修饰的是Products. 当然复数了，应该不是倒装吧，正常语序。

D和E选项出现了新的主语，属于SC的典型的错误，C和B中的WAS单数不对，

所以选A

不过其实这句话，我一开始都没有看的很懂，后来看选项排除的。
