这题不大明白， 答案是A， 我用排除法排除掉B,C,D，A,E就不清楚了。认为A中COSTS比较含糊，就选了E。

此外还有个问题，后面说得 suggesting they are too optimistic, 这里 they指的是什么呢？ 是GOVERNMENT的话，单复数不对应。

they指代the government's estimates。

我也不是很明白，可能是E中把介词短语提前改变句意吧，变成是为...预测，而不是预测对...来说...

我觉得For consumers and businesses making a large number of long-distance calls, 也是predict的内容，如果它放句首，做整个句子的状语，也后面though。The government predicts，though some consumer groups disagree 更整齐。

另外，the recent telephone rate cuts that the Federal Communications Commission has made 不如名词短语the Federal communication's recent telephone rate cuts 简洁。

个人看法，供参考。

我觉得是这样的，原来的逻辑意思里面，for短语修饰的是从句，e答案里面的，变成了修饰主句，gg翻译下就发现，动作的发出者完全变了。

这题B选项有歧异，C 应为The government's prediction is that，。。。，同时making好像有问题，不确定；D the government prediction that 语法错误，E the Federal Communications Commission has made 不简洁，making.
