我觉得E对,首先C有个致命的错误就是in 1999 插在了the passage 和of...之间, of的介词短语应该直接接修饰的名词

其次,"Anti-Cybersquatting Consumer Protection Act" 这个名称本身就说明它已经是一个被通过了的Act了,不要在加passage了吧

我觉得E完美,
