看过前人的讨论,个人觉得E有对的理由,但是"industry of meeting environmental regulations"有点说不通,它和原不的意思不一样而且本身就好象不对.A表答的也没错呀,industry'(不是人用'的)这个在大全里也有.

不是，A‘s中A要是生命体，比如state也可以用's

Choice A, B, C, and D are awkward and confusing. In A, for example, the issue is not the industry’s cost but the cost to the industry; also, to meet should be of meeting here, projected at is unidiomatic, and by the end of the decade is placed so that its meaning is unclear. B and C suffer from many of the same problems. The wording of D implies that cost… is estimated in order to meet environmental regulations. E alone makes a logical statement and varies verb tense to indicate that the issue is present estimates of future costs. The question is moderately difficult.

个人觉得排出错误选项的重点是在不定式和be project 的使用上。

不定式这里的表示目的，而be project 的意思是，被设计为~~`

这两点都是逻辑意思上就错误的，用来排出比较有效。

of...'s(GMAT考试机构不接受这一双重所有格);

E用了cost to是没错,可是后面的of meeting regulation对industry,我觉得有点问题呀.

小鱼儿可是840题D的错误还是不明白：这里面没有the cost to ...of 的结构啊，只是用到简单的cost to搭配，后面的三个of 都有固定搭配的：ten percent of ；per barrel of ；by the end of the decade. 能再说明一下吗？

leeon To meet environmental regulations不定式的逻辑主语有问题；偶觉得不定式这种结构除了to do is to do这种固定搭配以外，其他地方出现都要注意逻辑主语。

QQSS答案选E，不知其他错在何处，尤其是be projected at 和 be estimated at 区别何在？

TopTerminatorA, B, 和C 中的The United States petroleum industry's cost 应改为sth of sth, D和E的by the end of the decade位置不一样,D中by the end of the decade会有歧义, 不知是estimated的时间还是the cost to meet the regulation的时间. 另外, D中is不能和by the end of一起用.

be projected at 指的是计划....和 be estimated at 是估计...

结构确实很相似，难道是因为第二个用的是分词meeting，而第一个用的是名词

关键看划线部分是否合乎逻辑：
(1) ”美国的文盲“ 不和逻辑，因为美国这个国家不可能是文盲。只能是文盲造成美国。。。(C)
(2) “美国石油业的复合。。标准” 是合乎逻辑的。

dandan74大全840题中，of doing sth, doing sth是一个动名词，注意动名词有些动作的特征，而the united states petroleum industry可以做meeting的主语，所以这里可以插入而不引起起义，相反，如果去掉to the united states petroleum industry, 到底是谁 meeting 反而不清楚了。

而今迈步从头越个人看法：cost of sth to sb，of 紧跟在cost后面表达cost的nature.

但是大全中E这末做完全是未了避免to引起的歧义！E选项：

It is estimated that by the end of the decade the cost to the LACE>United StatesLACE> petroleum industry of meeting environmental regulations will be ten percent。如果我们把of/to的位置调换一下：

It is estimated that by the end of the decade the cost of meeting environmental regulations to the LACE>United StatesLACE> petroleum industry will be ten percent。

就变成了 the LACE>United StatesLACE> petroleum industry的regulation了！to serves cost or regulation?it's not clear.

另：ABD中by the end of位置有误，容易引起歧义.C的时态有误！而且ABC中’s的表达不够准确！
