此题答案为E，没有问题，they are 后面省略了likely to exceed , 补全后为 they are likely to exceed the current one

但是回头一想，这里是什么比较呢？如果是宾语比较，the proposed speed limit 和 the current one比较的话，为什么还要加they are，可否直接写成：

Traffic safety officials predict that drivers will
        be as likely to exceed the proposed speed limit
            as the current one.？？？？？？？？？这里不是很清楚

而且加了they are是属于什么比较呢？可能性比较？

常见的比较：主语比较、宾语比较、介宾比较、状语比较、一个事物的前后比较

这里的比较好象都不是上面几种，那是什么呢？

they are是应该补出的。

省略they are后：

搜几个句子拿来研究下

（2）He's as likely to fight us as the Trojans.他和特洛伊人一样想和我们作战。

（3）IT people are twice as likely to wear heavy metal t-shirt as other people

都为主语之间的比较，之所以第二个as后面不加 are 或者 is 是因为be动词后面没有宾语，不构成主谓宾比较，看成是主谓比较，不用重复动词

注意这里不会引起歧义，拿第一个句子说，不会引起use the Internet 和 use the men的歧义

回到本题，如果按我说的省略they are：

Traffic safety officials predict that drivers will
        be as likely to exceed the proposed speed limit
            as the current one.

其实也就是拿出Drivers will
                be as likely to exceed the proposed speed limit
                    as the current one.来研究

歧义就在：Drivers will
                        be likely to exceed the proposed speed limit 和The current one will
                                be as likely to exceed the proposed speed limit 的可能性一样，也就是会被误认为是主语之间的比较
