A中的逻辑主语不对呀,应该是customs inspectors 向travelers 解释为何要没收他们(travelers )的东西。

谢谢gemj GG,状语从句(修饰成分)No matter how patiently they explain their reasons for confiscating certain items中的they 应该指代主句主语!

not "like government employees"  but "wanton poachers by travelers", those phrases inside the "" are not parallel.
