这道题答案A，千行里的解释对a means to do还是 a means to doing前后矛盾。。。求高手解答！另外这里面的greater如果是adj修饰development的话，development和investing 能算平衡吗？

句意上讲，investing是cities做的，所以cities are stressing ....and investing，排除CDE，AB区别在于economic修饰的是谁，A是促进经济发展，B是节约地发展经济，选A

逻辑上讲，即使你看错了以为invest与greater并列......恩那就没选项了

另外选项中一个区别是means to 和means of
说下我对to 和 of的理解
to代表做什么什么事的方式，有指向性目的性，比如the way to
of表示是什么,比如as a matter of fact...blablabla，表示的是后面的句子就是一个face
本题表示的是强化艺术来发展经济，而不是强化艺术是发展经济的一种方式

关于你的问题，根据我仅有的语法知识,将means类比way
the way to do sth. the way to sth.两者都有，比如回家的方式，回家的路，都可以，意思不同而已，不用太纠结于形式
意思明白就好

1. means to + 名词，如果是动词就写成doing。

2. 追求绝对平衡的话就没选项了。这里就是用了一个and而已，没有追求绝对平衡的必要。
