而B选项是错误的，OG的解释为It is not clear who would be doing the proclaiming; a clause is preferable to a phrase here.

而在第65题中：In a plan to stop the erosion of East Coast beaches, the Army Corps of Engineers proposed building
parallel to shore a breakwater of rocks that would rise six feet above the waterline and act as a buffer, absorbing the energy of crashing waves and protecting the beaches. 却为正确选项

这我就不明白了。

第一题中后文是表明helped to keep peace的原因，改成分词的话就是修饰helped to keep peace了，表明这个动作的结果或者与这个工作同时发生，这样逻辑不通呀：奥运帮助维持了和平的同时宣誓了神圣的休战或奥运维持了和平以至于宣誓神圣的休战

第二题就是伴随结果，前面的动作导致了后面的结果
