right answer is: B). so too are modems, the devices that allow.

我的问题是：the devices 和后面跟的从句，在这个句子中是什么成份啊？modems are so too 已经完整了啊，难道是 faster, more powerful and more reliable 的宾语？但是我觉得the devices 是指 computers and modems, 对吗?

同位语, it refers to modems only.
