不太明白这题的时态。为什么要用had been呢？B是the first truly public library, 这不是个客观事实吗？不管再过几千年，第一家公共图书馆还是第一家啊，用了had been不就成了B过去某段时间内是第一家，后来就不是第一家了。这不符合常理吧？

对这样没有明显时间状语提示的时态总是搞不清楚，请大家指导一下吧

前面既然有了was,后面说 earlier 就只能对比 was这个过去的时间点。 OG中写得很清楚，一点要表示比过去某一个时间点的过去 ，就一定要用过去完成时。

D改了也不对，C中的“earlier" 和”in 1683"平行，所以由“as" 构成合适的比较。
