Whether responsibility for preserving the natural environment ultimately belongs to individual person or to government is still a controversial subject in the modern society. Different people may have different responses when asked such question. While I think individual person are responsible for preserving the natural environment, the government plays a more important part in doing so.

Admittedly, individual person should concern the problems of the natural environment because the environment is related to every individual person. People gain a variety of resources from the natural environment to satisfy their personal interests and the living conditions is directly determined by the environment surrounding us. Therefore, everyone of the society should concern about the problems of the environment, whether it is surrounding us or it is far from us.

However, it is a fact that individual persons or private companies concern more about short-term interests than about the environment conditions. Consequently, individual persons or private companies usually scarify the environment in order to benefit their private business.

What is more important in preserving the natural environment is the effort that is made by the government. The government is representative of the whole country and has the responsibility and the authority to deal with the environmental problems. For example, the government can regulate some laws that are intended to protect the natural environment. Avoiding to be punished by such environment preserving laws, individual persons and private companies have to abandon some of their private interest which may do harm to the environment. Thus, government actions against polluting the natural environment are more important and efficient than that of the individual units of the society.

In sum, although the effort made by individual persons to preserving the natural environment is needed, the government's actions seem to be more indepensible because of the reasons listed above. So the government should play the main role in protecting the natural environment we human beings rely on.

我粗看了一下~THINK不好~太口语化~HOLD AN OPINION或者ASSERT或者ADMIT都比THINK好

另外ARE是单复数问题，前面改称PERSON或者把ARE改称IS...
