想问问og 43 所有格指代问题

正确答案是e 但是亲们我想问问c 的them 为何就会指代不明。。全文上下就只有four million people是复数。所以them 就只会指代它啊。
还有看到曼哈顿的一则语法
（2）一般所有格代词只能指代所有格名词，不能指代主格和宾格。
EG: Wrong: The board is investigating several executives' compensation packages in order to
determine how much may have been improperly awarded to THEM.
这里them本想指代executives但是这里面executives是以所有格executives’ compensation pachages的形势出现的，所以不能指代。
Right: The board is investigating the compensation packages of several executives in order to determine how much THEY may have been improperly awarded.
为什么最后right的句子 they就可以理所当然的指代executives 而不会是of前的packages呢

原谅小妹对这方面知识掌握的还不是很牢固
我不太懂一般所有格代词只能指代所有格名词，不能指代主格和宾格。这句话的意思。
