OG23的时态

题目本身很简单. 可是我有点不明白.记得以前学 in the past decade都是用现在完成时呀. 似乎中学时候老师反复强调咯..  这里由平行当然选时态一致的过去时.  但和in the past decade一起总感觉怪怪的.  以前的语法规则错了?

1   我也想不通，我觉得时态也不对，in the past decade 是一个时间指示词应该用完成时才对啊？？？

2    还有一个问题，不知道大家注意到没有，A和E用的是 a   thirty-five percent ，BCD用的是thirty-five percent ，这两个有什么区别呢，需不需要加上这个a      呢？？？？？

请注意AE的a后面除了thirty-five percent还有一个increase，很妙，我怎么就看不到，哼，生自已的气。

相当于中文意思“一个35％的增长”

至于用不用完成时态，那这里不是GMAT的考点，

不知道大家有没有在OG或是GMAT官方解释中，看到说“in the past decade一定要用完成时态”，我是没有看到呢，但是有点疑惑？？
