The logical meaning of this sentence is to mean the activies of "laying out brochures and reports," but not simply "brochures and reports."

我找了书看了一下，发觉也是挺奇怪的，

是不是因为may have suggested 有虚拟语气的意思，而term是一个描述性的词，所以不能接虚拟语气，而ＯＧ就写成主谓不一致，而ＯＧ的主谓不一致是不是不光是单复数的不一致，也包括主谓之间的时态的不一致呢。
