答案选E我没有意见，因为其它选项都有明显错误。

但是E选项，细看，我觉得也有问题，主要是平行结构。

OG上说，to establish 和
                to encourage平行并列。

但是大家看到
                to encourage和to grow 也可以表示平行并列，这不是引起歧义了马？

如果不引起歧义，只有一种解释：allowed to do and do是正确的，而allowed to do and to do这种并列是错误的。

（不定式的并列，我理解的是第一个to不可以省略，第二个to可以省略）

但是allow可以这样的话，那与try to do and to do相矛盾了。

不知道怎么理解这个选项，不懂不懂不懂呀。。。。
