why D " easier" is not correct? should be more easy??

4.uncertainty diffres from risk in that (there is no) basis for estimating the probability of each potential condition occurring..

why D (it is not) incorrect? should be it is not the basis?

" there is no basis" is commonly used. But anyone heard of " it is not the basis"? I choose A
