Even their most ardent champions concede that no less than a technical or scientific breakthrough is necessary before solar cells can meet the goal of providing one percent of the nation’s energy needs.

(A)    that no less than a technical or scientific breakthrough is necessary
(B)    that nothing other than a technical or scientific breakthrough is needed
(C)    that a technical or scientific breakthrough is necessary
(D)    the necessity for an occurrence of a technical or scientific breakthrough
(E)    the necessity for a technical or scientific breakthrough occurring

the answer is C.  Why the answer is not A? “no less than” here is to emphasize that it is a technical or scientific breakthrough rather than anything else that is necessary.  Why “no less than” or “nothing other than” could be dropped?  Is there some Gaoshou can help to clarify this issue?  Thanks a lot.

其实我看了好几遍了，但是没有很好的理由。一个不是理由的理由，就是ETS喜欢简洁的表达方式，其实在XDF的补充材料里也有很多这样的例子。KAPLAN里的一种论调更是极端，说，你看这个句子比那个句子短吧，就是对的。但是，我觉得这道题，其实no less than ... is necessary 和 ... is necessary表达的意思并没有特别的区别，因为是necessary，是必要条件，是假设，所以....

读OG的解释，说到加到这些词会增加句子的内容吗？还是可要可不要的？对句子的意思没什么影响？

A和B就是属于后者。

其实ETS这个老家伙在OG中回避了语气的问题，注意解释的最后一个词：

Choices A and B needlessly lengthen the statement by expressing the idea through negation: no less than and nothing other than could be dropped without loss of meaning.

不太明白。一直不是都有强调语气的说法吗？有些选项虽然说语义并没有变化，但是因为有强调结构或是强调词，虽然也许更长，不也应该优选的吗？

这个点困惑好久了？gmat的原则里究竟有没有强调优选（新东方也是这么讲的）呢？比如倒装(so~~that~~og20)，双否（not unlike og51）等结构？让我更困惑的是og20，og51这些正确答案里虽然包含强调结构，但og的解释中却从来没有以次为依据（说某选项因为包含强调而正确），而都是从选项的其他入手！那这样是否表明，至少ets是不承认强调原则的呢？
