虽然有人问过, 但是解释的很少...不是很明白...我选了D.. 错误是因为THAT和主句分离...但是我看了这道题...基本是不知道要考什么...所以不知道如何下手......请教思路........

我的理解是：

正常语序应该是：some United States legislators cite the concern（that...) as an obstacle to congressional passage,

但是由于concern后面跟了一位很长的that引导的同位语从句,所以把 as an obstacle to...提前，把the concern（that...)放到后面去了，于是选C

我是这样理解的，不知道对不对，呵呵~
