感觉这道题明显各选项表达了截然相反的观点，我倒是选对了，但是确实有点忐忑，如果服从意思第一的话，怎么选？

另外，Speculate的用法谁能讲解一下？

要么就是whether...or not ....(GMAT好象认为是罗嗦), whether 后面好象不直接跟一个否定的意思吧.我找找看这样的例子去.
