I don't think the original sentence means "encourages visitors to touch and to activate". "activate" is not paralleled with "touch".

Actually there is a "thereby" in answer D and "thereby" means "by that means", "in that way", therefore, the whole sentence should be encourage visitors to touch and by doing so (encouraging visitors to touch) it activates .... if the every element of the sentence is not omitted.

If there is no "thereby", the answer could be "activate".

Sorry that I didn't make myself clear...

At the underlying syntactic structure，touch 與 activate 平行；語意上，由於 touch 與 activate 有因果及時間先後關係，因此以 thereby (by means of) 連結。

"encourages visitors to touch and to activate". It's impossible and illigical to "encourage visitors to activate" since visitors can't activate something actively, it is "encouraging visitors to touch" ACTIVATES....

My understanding is: either this answer is wrong or there is other explanation for choosing this answer.

However, your explantion can't make sense either logically or grammatically.
