求教答案是C选项说是in 1999紧靠逻辑修饰对象The Passage
我觉得 the passage of the Anti-Cybersquatting Consumer Protection Act应该是个整体吧而且应该更强调的这个Act 所以除去别的不说 in 1999应该像B选项那样把放在整个短语的后面~~so confuse

B、C都没有语法上的错误，但对比起来，C更优。in1999放在the passage后面，可以使得后面的which从句更靠近修饰词Protection Act 。

which 指代的是ACT，所以应该离ACT近一些，所以C更优一些！

still, B has two flaws

1) the expression "with the intent that they will sell...." is wordy

2) In the "which allows ...." clause, there are two plural noun "companies" and "those who ..." , generating the ambiguity of using "they"
