求助一道prep2的语法题

Unlike most other mergers in the utility industry, which have been driven by the need to save money and extend companies' service areas, the merger of the nation's leading gas and electric company is intended to create a huge marketing network for the utilities int question with states opening their utility markets to competiton.

E.company and leading eletric company is intended to create a huge network for marketing the utilities in question as states open
答案选的E，但是我记得as不能引导状语啊，是记错了还是这个选项的as不是状语，或者A选项有更明显的错误啊？求解，多谢！

燃气公司的领头羊和电力公司的领头羊的合并，意为创造一个巨大的网络。我理解的大意。
as 的意思跟when类似。e选项把电力公司更明确化了,a huge marketing network 不如e 中的明晰，类似汉语的语序。with 肯定不恰当，如果with the prospect that states will be opening their ...to competition soon...则合适很多。

个人看法。。。
我觉得A主要是with的问题，而且那是两家公司，所以不能gas and electric company
as在这里引导时间状语，是“随着”的意思

jacky好像说过：with后要紧跟doing...
如with one's leaving 是典型的错误。
不知道这题是不是这个原因勒？
