答案我也选了c), 因为其他的选项更不像。不过为什么要用had been呢？什么地方暗示了Bodleian已经不再是first truly public library了吗？恳请指点。

我觉得had been既然表示过去的过去，那么对应前面的was（过去）很对啊

句子是说Bodleian在过去的过去是第一个真正的公共图书馆，不需要理会现在是不是啊

如果这么说，was也应该改为is咯，

was和had been 很并列，很工整。

那么就是A和C搞不清楚了，当然还是had的问题。

我觉得不是2者之间的对比啊.而是前者是the first public museum in Great Britain,这个first就像earlier the Bodleian hasd been the first truly public library.

后面比前一个先发生,用had been很好理解
