答案是B。OG对A的错误解释是“are does not agree with what is much more difficult to determine", 但是what is much more difficult to determine事实上有三个element：the reason..., the use... 和the meaning。如果选择B，岂不是谓语与补语不一致了吗？实在想不通啊。

后来查了章振明的语法书，发现一致的问题中有主语与主语补语一致这样一块，一般情况下主语与主补在数上保持一致，但是有时也可能不一致：主语为复数主补为单数，或主语为单数主补为复数。在这些情况下，谓语都与主语保持一致，而不是视补语而定。
