The main point of this problem is the difference between according to and in accordance with. I have an easy way to differentiate them:

according to is the whole requirements to do sth.

in accordance with is the subset of the whole requirements to do sth

This problem, clearly, the subset, then,we need in accordance with.

Moreover, when we use in accordance with, we often mean RE-require. That is, sth breaks the requirement, we need modify it to satisfy the requirement.

On the other hand, when we use according to,we generally mean the first time.

If the answer is A, the main point is to test the usage between such as and such...as. Such as is used to list a lot things and such...as can also list things but depends on the single or plural nouns between such and as. I think the usage for such...as is: such + plural nouns + as X1,X2,...and XN; or such + single noun + as X.
