看了很多兄弟姐妹的解释，觉得A确实对，可是C很多人解释说WHO导致句子缺动词，这里are难道不是动词？

the problem lies in "that"

选项A是policy makers are....

选项C是policy makers who are...

你说这个who是不是多余,有了这个who,  policy makers就变成光杆司令了,后面本来应该属于policy makers的谓语都被who抢走了.
