Belikely to, 根据此，认为C选项比较好。
楼主有个疑问，four times as likely as和 four times more likely to应该不是一个意思，我觉得C好像有篡改原文意思的嫌疑。。大家觉得呢

I guess more likely is not a common use in english

if we want to use more than, it should be

不記得在哪兒看過的可能是manhattan論壇？這兩種表達可能性的用法其實在老美眼中沒得多大得差別而且忠實原文得語義也不是判斷得絕對原則語法和邏輯才是最重要的判斷点。
