The comparison in E, the best choice, is logical because people is understood as the subject of are enrolled.

尽管没有划线。但是legislation that would require that是一种很wordy的表达方式。

I actually got a new laptop. But the most important thing is all the data were recovered and migrate to the new computer by own support guy. This is the advantage of using company's computer. xixi... My God, I was so depressed last Friday and really didn't know what to do.  Hope this is a good sign for my test. A chinese saying:
Yin Huo De Fu.
Anyway, I need to work hard. But I don't think I can reach you guys' level.
