1。C是后置定语从句的省略：少了which is
2。D是状语从句的省略，when后少了it is
3。B、D都是定语从句的省略，high前少了which be，但D的意思不通
4。是哪里的题？觉得句子的结构挺别扭的：）
5。allow for的意思是:体谅。

4. 应该是give sb. sth. to do...结构，gave (their) powers they (needed )to (give) loans，从语法角度应该是gave them powers they needed to do....，they needed 修饰powers。
