Well, I doubt it. I believe they just have no enough people to interview - maybe they should change their policy: to interview people after they read the whole package.
I don't think it's negative to be interview waived. Just you/me lost a chance to increase our posibility - if you are so good at interview. On the other hand, it will also not decrease your posibillity - if you are not good at interview.
