我选C，who 修饰 workers，不过这里是限定性定语从句不知道能不能这样理解，毕竟 'one of noun that'    that修饰的应该是noun， 'only (last, first) one of noun that'   that 修饰的才是one

E中所说的 decreased efficiency 和 inefficient 明显不是一个意思啊，选E就改变了原文的意思。不知道这样理解对不对？

according to HDT 修饰后面整句话呢？ 如何判断什么时候是doing...修饰下个句子的主语，什么时候是修饰整个句子？
