1. Would the different placement of "in 1984" in the following 2 sentences make any difference in the meaning of the sentences?

2)In 1984 the figure was forty-four percent.

2. Can "forty-four percent in 1984 was the figure" be looked at as an inversion (倒装) for the sentence 1) above?

“逗号+分号”连接的两句句子，如果没有逗号可以连接其他的，比如宾语；这里连接的是一个名词forty-four percent
